This technological solution, crafted as part of the Zero Bureaucracy initiative, seamlessly integrates the databases of the Minerd and the Central Electoral Board (JCE) through the X-Road technology. X-Road, a secure and efficient system for digital data exchange, is set to revolutionize the way birth certificates are issued, offering a more economical and secure method directly from schools.

The economic impact of this initiative is profound. Beyond the 220 million pesos saved on transportation, the inefficiencies and time lost during the enrollment process have been identified as contributing to a social cost of approximately 1.6 billion pesos. Moreover, businesses could avoid losses amounting to 8 million pesos due to employee absences required for completing these time-consuming tasks.

With the new digital system, parents will only need to present their ID cards to generate digital birth certificates directly at the educational institutions, dramatically cutting down both the time and cost involved in the process. This initiative will initially be rolled out as a pilot project in the Greater Santo Domingo and the National District, covering over 400,000 students from the Education Regions 10 and 15. Parents with children enrolled in these schools will no longer need to provide physical birth certificates, as they will be generated digitally on-site upon presentation of the parent’s ID.
